Prepares, reviews, negotiates, and administers contracts and rate agreements with all truck carriers who haul Phillips 66 product. Oversees and tracks carrier and industry rate schedules. Reviews and negotiates requested contract and rate modifications. Requests and documents appropriate approvals.
PRIMARY RESPONSIBILITIES
Negotiate contracts and amendments with approved suppliers that are in alignment with Phillips 66 and Sentinel legal and risk management standards
Establish and execute purchasing programs that balance safety and HES compliance with cost and service levels
Work with 3rd party tools to add value to RFQ/RFP programs.
Monitor industry and regulatory developments to assure utilization of optimum supplier selections and mitigate negative impacts.
Analyze market trends and develop strategic sourcing activities that support the logistics plans for each business unit.
Work with Business Reps to manage supplier relationships, hold regular supplier review meetings, administer vendor metrics, and give input on operational efficiencies where needed.
With the support of key stakeholders, lead cross-functional teams to obtain consensus for the strategy and successful operational implementation plans.
Create analytical models and SAP reports to document and validate supplier savings achieved from RFQs and special cost reduction projects.
Qualify new transportation carriers as business needs dictate, ensuring compliance with the carrier qualification policies
Help drive actions necessary to ensure continued 3rd party compliance with minimum HES Assurance requirements.
With the support of the Business Reps and Chief Legal and Safety Officer, develop processes and procedures for the Logistics Non-Conformance program, including development of a corporate database that tracks all supplier delivery incidents and customer complaints.
Create trend reports that drive performance improvements by carriers.
Develop, align and drives strategic projects to improve procurement processes, tools, and efficiencies
Drive analysis of financial and operational performance data to identify key insights and opportunities to improve the truck transportation network (e.g. carrier strategy, mode allocation, port mixture, transportation flows, etc.)
REQUIREMENTS
3-5 years of procurement and logistics experience in ground transportation of products with tanker and/or petroleum experience a plus
Bachelor’s degree in supply chain management, logistics, or business administration.
